The Town Manager position was created in Haverhill in 1994 by a town meeting vote. The present town manager, Glenn English, was hired by the Selectboard in September, 1995. By State Law (RSA 37:6) the town manager is responsible for running the functions of town government on a day to day basis, under the general direction of the Board of Selectmen. The town manager is empowered by statute to hire and manage town employees, and have charge and supervision of all town departments. The town manager is also responsible for developing an annual town budget of revenues and expenditures for the Board of Selectmen. Each year the Selectboard sets the goals and objectives which the town manager is expected to achieve. In short, the Selectboard makes policy and sets direction and the town manager is responsible for grants, administration, project management, the financial operation, and the administrative and operational direction of the departments. The town manager advises the boards, commissions and committees of the town, as needed. The town manager is the principle liason to town elected officials, other levels of government and outside agencies and groups which interact with the town. The town manager's office is located in the James R. Morrill Municipal Building in North Haverhill and he has an open door policy although calls or e-mails prior to arrival would be appreciated. Thank You, Glenn English |
