MINUTES OF HAVERHILL SELECTBOARD REGULAR MEETING

Monday July 21, 2008

 

Board Members Present:  Roderick Ladd, Peter Conrad and David Joslin. Peter Heilemann was excused.

 

Town Manager:  Glenn English                                           

 

Administrative Assistant/Finance Officer:  Jo Lacaillade

 

Members of the Public Present: Joel Godston, Annemarie Godston, Hilda Simonds, Bruce E Simonds, Cleora P Simonds, Nelson R Simonds, Ruth Ranno, Winston Currier, Tom Friel, Molly Simonds, Shannon Locke, Lisa Simonds, Bruce Simonds, Jerry Lyons, Robert Maccini, Howard Hatch, Carol Niewola, Lisa Lesperance, and Ed Ballam from the Journal Opinion.

 

Call Meeting to Order:

 

Chairman Ladd called the meeting to order at 6:11 p.m.

 

Approval of Agenda: 

 

David Joslin made a motion approve the agenda as presented; seconded by Peter Conrad and the amended agenda was approved unanimously.

 

Appointment to Selectboard

 

Peter Conrad stated Bob Maccini was in attendance at tonightÕs meeting that is interested and willing to fill the vacancy created with Joel DupuisÕs resignation. He has experience; has been elected by the voters of the Town in the past; and is able to step right in. Peter Conrad made a motion to appoint Bob Maccini to fill the vacancy on the Selectboard until the 2009 Town Meeting in March; seconded by David Joslin and carried unanimously. The candidate that runs for this seat in March will fill the remaining time left on the term of Joel Dupuis which is due to end in March of 2010. Bob Maccini was administered the oath of office and took his place at the Selectboard table.

 

Approval of Consent Agenda:

 

David Joslin made a motion to approve the consent agenda as presented; the motion was seconded by Peter Conrad and carried unanimously.

 

Announcements and Presentations:

 

Molly Simonds was awarded a Certificate of Recognition for her dedication and commitment to become a National Winner in Shooting and Tomahawk Competition.

 

 

 

 

Town ManagerÕs Report:

 

TM English reviewed with the Board a change order (#4) for the Haverhill/Bath Covered Bridge Project. David Joslin made a motion to approve the change order and authorize the Chairman to sign the document; seconded by Peter Conrad and carried unanimously.  The Bath Selectboard has already approved the change order.

 

TM English stated that the Haverhill Heritage Commission has been working with the Land Trust to consider placing the Hazen site which is owned by the Town into a conservation easement. He provided the Board with information regarding the process for their review.

 

TM English stated there has been vandalism at the Haverhill/Bath Covered Bridge and after consulting with the Chief of Police, Town Prosecutor and the Town Attorney it has become apparent that a regulation needs to be put in place that sets a fine schedule for any violation.

 

Pending (Old) Business:

 

¯    Court Street Property: TM English presented the Board with a rough draft of an agreement between the Town of Haverhill and Beckett School for the community service project of cleaning up the site on Court Street.

 

New Business:

 

¯    NPIAS: Carol Niewola, Senior Aviation Planner for the New Hampshire Bureau of Aeronautics and Lisa Lesperance, Planner/AIP Maps Program Manager for the Federal Aviation Administration were in attendance to provide further information regarding the NPIAS Program, eligibility for acceptance into the program, process for applying for grants and obligations attached to accepting grants including long range issues. There was a lengthy discussion and question and answer period.

¯    Introduction of Ordinance to protect the covered bridge from damage and misuse: Bob Maccini made a motion to accept the introduction of the SelectmenÕs Regulation regarding use of the Haverhill-Bath Covered Bridge; seconded by David Joslin and carried unanimously. The Regulation will be an agenda item for the next meeting for action.

¯    Set date to meet with Woodsville Commissioners: This item will be placed on the agenda for August 18, 2008 for further discussion.

 

Commission/Committee Reports:

 

¯    Planning Board Update: Chairman Ladd stated that the Planning Board is in the process of revisions to the subdivision regulations. The Chair of that Board, Steve Wheeler, has resigned as chair but will remain on the Board. The information will be forwarded to the Planning Board for their action in appointing a new chair.

¯    Assignment of Selectboard Members: This item was tabled until a later meeting.

Comments of the Public: None

 

Comments of the Town Manager/Admin. Assistant-Finance Officer: AA Lacaillade reported to the Board that a piece of property in Pike that is currently owned by Saint-Gobain Corporation is being donated to the Town of Haverhill for the Conservation Commission. The final stages of that transfer are being executed in the near future.

 

AA Lacaillade asked for clarification regarding the adopted Purchasing Policy and how that affects the purchase of fuel oil. After a brief discussion Bob Maccini made a motion to exempt the purchase of fuel from the bid process of the Purchase Policy and that daily quotes as needed will be requested by fax, seconded by David Joslin and carried unanimously. 

 

Comments of Selectboard Members: The Board welcomed Bob Maccini back to the Board.

 

Other Business: None

 

Sign Manifest and Other Warrants: Done

 

Non Public Session per RSA 91-A:3-c: David Joslin made a motion to adjourn to non-public session per RSA 91-A:3-c, seconded by Peter Conrad. A poll was taken and all members agreed and the Board went into non public session at 8:00.

 

Bob Maccini made a motion to adjourn non public session at 9:05 PM; seconded by David Joslin and carried unanimously. No motions were made and no action was taken. The minutes are to be sealed.

 

Adjourn Meeting:  Bob Maccini made a motion to adjourn, seconded by David Joslin and carried unanimously.  Chairman Ladd adjourned the meeting at 9:06 pm.
